Municipal People's Congresss visited CREATER SO COOL

       On the afternoon of July 2, 2015, Municipal People's Congress representative group Zhu Yanwen, Li Yongjie, Jiang Xiaoqing and Municipal People's Congress Standing Committee representative,People's Congress Standing Committee representative of Changning District and Science and Technology Commission of Changning District visited Dream Matrix / CREATER SO COOL in The Cool Dock and carried out topic resesarch seminar.

       General Manager of CREATER, Fang Wen and Huang Zhiwei guided the tour and introduced the general situation of CREATER SO COOL including the whole concept, creative design and art exhibition space to Municipal People's Congress representative group.  Zhao Ye from Dream T introduced the construction and operation situation of Internet incubator.

       current situation and problems    
       1.lack of appropriate planning although there are policy sponsor    
       Changning District has released related policy to prompte technical innovation which works for creation enterprises. However, lack of planning in overall positioning, development layout and strategy and common code to follow will lead in inefficiency in operating current planning and policy.    
       2.lack of support from enterprises    
       There has been no systematic analysis on current technical creation enterprises and no definition of advanced technical innovative enterprises in Changning District which might be a obstacle in making full use of enterprises rescources.    
       3.lack of integaration of space rescources    
       The space rescources are not fully excavated in current situation which might lead in overflow of innovative creations after their rapid growth due to lack of space.

       1, the successful case in core city    
       Taking Yangpu District as an example, according to the Yangpu District Mayor Zhuge Yujie, "three willing" are realised in terms of scientific and technological innovation. "Three willing" are willing to vacate the best land to support university spot expansion, willing to give priority to construction of University Science and technology park than commercial and real estate projects, willing to improve the university surrounding environment with human, material and financial resources.
